About Our Board


The officers of the Papakōlea Community Association are elected by the membership every two years. Offices include President, Vice-President, Secretary, Treasurer and Kūpuna. Officers serve the community as volunteers. Papakōlea Community Association has no paid staff.

The following officers term of office began on January 1, 2004 and ends on December 31, 2005.

Francine K. Popoali'i
Kūpuna


Born and raised in Papakōlea, Francine is the daughter of Francis (Koi) and Cecilia Silva. Fran works full-time raising her mo`opuna and children. Her gift is in caring for children. She is the owner-operator of Keiki Haven, a day care business operated out of her home. She is the wife of Lou Popoali`i and has 2 daughters, 4 sons and 7 mo`opuna.

Emma L. Wright
Treasurer


Emma is a 3rd generation “Wright” of Papakolea. Her grandparents, John Kaululaau Wright and Mary Wright were one of the first families to settle in Papakolea, prior to be-coming a Hawaiian homestead. Following their legacy of community service, Emma has served Papakolea for the past seven years. Emma works in the Quality Assurance Branch of State’s Department of Accounting and General Services. Emma has two children, Kaniala and Nohea, two grand daughters, Shannel and Briana. Emma also helps to raise 2 grand-nieces, Ka`ulu, 4 & Kylie, 3.

Donnie C. L. Hoover
Secretary


Known as “Aunt Don”, Donnie has worked directly with Papakolea youth for the past 7 years. Today, she works for the Boys and Girls Club of Hawaii, as the Project Coordinator of the Papakolea extension club. Donnie also has a strong entrepreneurial spirit having owned numerous businesses. She and husband Randy ran a successful catering business for a number of years. Donnie’s parents are Uncle Koi and Auntie Cecilia Silva. Donnie is married to Randy Hoover and they have 3 daughters, Candace, Sunshine and Natasha.

J. Aloha Kaikaina
Vice President


Born and raised in Papak?lea, Aloha Kaikaina has worked with the youth and residents of Papakolea from 1995 - 2002 thru the Department of Parks and Recreation Summer Fun and year round programs offered at Papak?lea Community Park. Aloha also volunteers for the Boys and Girls Club Papak?lea Extension, assisting staff and serving as the girls and co-ed volleyball head coach. Sparked from an interest to help and learn more about Papak?lea, Aloha has been serving PCA since 2002 as its Vice President. She appreciates the opportunity to be mentored by great visionaries, great leaders, and great residents of Papakolea. Aloha is one of eight brothers and sisters and is the daughter of Hiram Kaikaina Jr. and Jerre-Jean O. Kaikaina.

B. Puni Kekauoha
President


Puni’s desire to serve the Papakoea community began in the early 90’s when she began to attend PCA meetings, trying to find where she could help. Her mentors include the late Aunty Nona Freitas, Kupuna Maria Suganuma, Puanani Richards and Bob Freitas. Puni’s greatest mentor is her mom. Puni has served PCA since 1993, first as board secretary, followed by president from 1997 to present. Puni is mom to Kahelekaapuni “Salome” Asaivao, 15. Her parents are Kahale and Brenda Kekauoha of Kaka`ako, O`ahu.
